Amtrak’s Coast Starlight — if you book a room, you get meals in the private dining car (or if you prefer, you can place an order to be brought to your car, but we didn’t try that). These are included in the price of your room, and both lunch and dinner come with dessert options.
Expect to be sharing a table with strangers if there are less than 4 of you, and to be assigned a table, so you may or may not be eating on the ocean side. (But there will likely be some time when a table on the other side has finished eating, and you can slide over to look for a bit, take photos, etc.)
The caesar salad was a bit limp (unsurprisingly), would not recommend, but the rest of the food was surprisingly good.
