A little overambitious in my bulb-buying

Garden questions:

1) If someone was a little overambitious in her bulb-buying last year, and never quite got these into the ground, and they sat in an unheated shed all winter, should she a) plant them in pots, b) plant them in the ground (preferable, if there’s any reasonable chance of success), or c) give them up for dead?

2) My hydrangea bush has gotten aggressive with this root, which is fine, but I’m wondering if it’d be okay to toss some compost on it? I don’t think it’s really hurting the peony that should be starting to emerge soon, so it’s mostly a matter of aesthetics.

3) Is this bush that I can’t remember a) actually the beauty berry I think I planted there a few years (which has never managed to flower or make berries), b) another pretty bush, c) the dreaded hackberry (the stems look like hackberry stems, alas, but I guess I was assuming it would have a more tree-like structure, but I could be totally wrong), d) impossible to identify at this stage, and I should just wait for leaves?
